The video I was referencing to talked about people that lived in mandatory evacuation zones (one of those influencers kept bringing up being contacted for an interview by a news channel and was very stoked about it). I can understand trying to avoid the hassle (and probably making it easier for those that do need / want to evacuate) and the choice between going further away or just a local shelter. Considering I've never been in a situation like that (for any reason), I don't know how I'd react. No matter the choices made, it's obviously very stressful.
According to the news, they think the guy worked alone. So, hopefully nothing else happens this year and new concepts are created for the future. I've been to Oktoberfest once - during the day - and that was plenty for me. I've gone to a similar event in a different city with the last company I worked for (probably nearly a decade ago no) and it was okay. I had a lot of fun following the twitter account of the Munich Police Department though (at least I think it was the local department and not the state department) as they had one 24 hour period when they kept a constant report about things they were called for in a rather amusing fashion - at times in the Bavarian dialect. All without revealing too much about anyone involved. The Christmas Markets can be equally crowded though depending on when you go (e.g. weekends)
Every now and then I look for shelters that need volunteers. Primarily were I'd go to the shelter to volunteer to start gaining experience, but so far I haven't found one close enough for what I'm willing to travel or the time needed since it needs to fit around my work schedule. One day I'll figure something out :)
